Madaris Education System receives boost from Bangsamoro Government

(SDN) — For years the national government has been trying to mainstream Arabic education in the Philippines through the Madrasah Education System (MES).

Attempts have been made to introduce regular curriculum with some success.

Now with a new political entity (NPE) dubbed the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) the MES has received a shot in the arm through the Ministry of Basic, Higher and Technical Education (MBHTE), one of BARMM’s line agencies.

To implement this the MBHTE’s Minister Mohagher Iqbal issued Regional Memorandum No. 267, Series of 2022, on March 15, titled “Monitoring and Validation of the Standard Madrasah Curriculum (SMC) Implementers in Cotabato Schools Division”.

To achieve a balanced education, the memorandum said MBHTE “through the Directorate General for Madaris Education (DGME), is strengthening the Madrasah Education System in the entire BARMM.” (Madrasah is singular of Madaris.)

In relation with this, the Bangsamoro region is made up of the provinces of Basilan, Lanao del Sur, Maguindanao, Sulu, and Tawi-Tawi, and the cities of Cotabato, Lamitan, and Marawi as well as 63 barangays in North Cotabato that opted to join the BARMM as Special Geographic Area (SGA). North Cotabato is not part of the Bangsamoro region.

Iqbal’s memorandum was issued to Prof. Tahir G. Nalg, MAIS, director general for Madaris Education of the MBHTE, as well as to Superintendent Hadja Dr. Concepcion F. Balawag, CESO V, Cotabato City Schools Division.

Iqbal emphasized that Chapter 8, Section 119 of the Bangsamoro Education Code says “the Ministry shall adopt an accreditation mechanism as part of its external quality assurance policy for every Madrasah to ensure the continuous improvement of the Madaris and for the purpose of public accountability.”

In connection with the goal, the MBHTE-DGME will monitor and validate the implementers of the Standard Madrasah Curriculum (SMC) in the schools division of Cotabato City, which incidentally is the seat of the parliamentary Bangsamoro government.

Iqbal has tasked the Division ISAL coordinators, monitoring and evaluation coordinators, Implementation Division, Division Planning Officers, along with the DGME Quality Assurance Division.

The MBHTE explained that the objective of the monitoring and validation covers Madrasah’s compliance to existing policies and guidelines; evaluation of the performance of ISAL teachers-asatidz, K-12 teachers and learners relevant to implementation of Madaris Programs, Projects, activities, and services to the (respective) madrasah; and monitoring of the implementation of the curriculum, facilities, and supporting the learning process and recommending the results to the planning sections; applying of existing monitoring tools of MBHTE-MADARIS to private schools; and, performing geo-tagging and validation of Madrasah for planning and development of the data management system.

Activities related to the memorandum will be performed on March 22-23, 2022. (/)

The MBHTE memorandum named the persons given the responsibility, such as coordinators of Division ISAL, Ustadhz Abdukkahar Guiambangan (Team Leader), Jihan L. Abdulrasid (MEIL), Joehaerin Dimanalao, Sahla Abdulwahab, Nafeesur Rahman Suhod, Ustadhz Naim S. Hashim, Rashael Ali, Tihad Maulan, Sahla Abdulwahab, Umikulsum Watamama, Al-Khuzaifa Abubakar, Sittie Rowena Clao, and four representatives from division. (/)
