THE PENINSULA MANILA, MAKATI CITY (SDN) — On a Friday morning, August 25, Secretary Suharto “Datu Teng” T. Mangudadatu, Ph.D., proudly presented before a packed Rigodon Ballroom the NTESDP 2023-2028.
Only two months in his post, Mangudadatu is Director General of the Technical Education and Skills Development Authority (TESDA). NTESDP, the fifth iteration, stands for National Technical Education and Skills Development Program.

Among the close to 400 VIPs, foreign diplomats, government officials, industry leaders, stakeholders, and other guests in attendance at the event launching the NTESDP included Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) Members of Parliament (MPs). They are MPs because the BARMM government is parliamentary, a unique setup in a Republican government.
The BARMM legislators, at least those who were seen by SDN — SciTech and Digital News at the event, included MPs Atty. Rasol Yap Mitmug, Jr.; Atty. Sittie Fahanie Uy-Oyod; Eng’r Baintan Adil Ampatuan; Diamila Disimban Ramos; Datu Ali B. Sangki; and Moro National Liberation Front (MNLF) stalwart Ali Montaha D. “Al” Babao.
Suharto, TESDA Director General, co-launched the NTESDP with United States Ambassador MaryKay L. Carlson, and Department of Labor and Employment (DOLE) Secretary Bienvenido E. Laguesma.
“With the honor of my appointment and a dedicated two month-long stay at TESDA, I am truly fortunate that the plan is aligned with my vision and purpose which is to make TVET programs more widely recognized and accessible. I am fully committed to ensuring that any learner who wants to learn valuable skills can do so, through TVET,” Mangudadatu emphasizes. (TVET is technical vocational education and training.)
It can be recalled the Bangsamoro Transition Authority (BTA) Parliament under its head, Speaker Ali Pangalian Balindong, issued Resolution No. 351 which was adopted on June 22, 2023.
Mangudadatu assumed his TESDA post on June 13.
BTA Parliament Resolution No. 351 titled Resolution Expressing Utmost Gratitude to His Excellency President Ferdinand “BongBong” Marcos, Jr. for Appointing Secretary Suharto T. Mangudadatu as the 14th Director General of the Technical Education and Skills Development Authority (TESDA) is a consolidation of Resolutions Nos. 296 and 301, and authored by several MPs, such as:

Upon the establishment of the new political entity dubbed BARMM, TESDA SOCCKSARGEN Region (TESDA XII) virtually turned over on July 09, 2021, the Provincial Training Center (PTC)-Cotabato City, which the region had been managing for 40 years, per TESDA XII press statement as published by the Philippine Information Agency (PIA).
TESDA XII Regional Director Rafael Abrogar II spearheaded the turnover to the Bangsamoro regional government through the Ministry of Basic, Higher and Technical Education (BARMM-MBHTE) headed by Education Minister Mohagher M. Iqbal and MBHTE Deputy Director General for Technical Education Ruby Andong.
TESDA XII made the turnover in compliance with Republic Act No. 11054, the Bangsamoro Organic Law (BOL).
The TESDA XII head assured support for BARMM.
“We commit to providing services under its mandate to assist the Bangsamoro government’s pursuit of higher degree of autonomy, in support to the shared goal of attaining peace, sustainable development, and inclusive economic growth in Mindanao,” Abrogar says.
With the turnover, the BARMM government received Php5.8 million worth of assets and properties under the PTC-Cotabato City. (✓)
