INTRAMUROS, Manila – In light of the absence of a legislation reallocating the seven Bangsamoro Parliament seats formerly assigned to the Province of Sulu, the Commission on Elections (Comelec) shall proceed with the conduct of the October 13, 2025, BARMM Parliamentary Elections with only 73 seats to be voted for pursuant to Comelec Minute Resolution No. 25-0738 dated 17 June 2025.
The decision also comes after a very careful study and consideration of the tight pre-election timelines in relation to the 2025 BARMM Parliamentary Elections.
The number of seats for district representatives allocated for other provinces in the Bangsamoro Region is not affected by the said Resolution.
In the meantime, the seven district representative seats in the Bangsamoro Parliament previously allocated to Sulu are considered temporarily vacant.
These vacancies may be subsequently filled through presidential appointment or as may later be determined by a ruling of the Supreme Court or future legislation from the Bangsamoro Transition Authority (BTA) or the Philippine Congress.
BARMM stands for Bangsamoro Autonomous Region in Muslim Mindanao, established by Bangsamoro Organic Law (BOL) to implement the 2014 Comprehensive Agreement on the Bangsamoro (CAB) signed by the Philippine Government and the Moro Islamic Liberation Front (GPH-MILF).
