Bangsamoro Speaker Mohammad Yacob Assures Support for PH Congress-BARMM Parliament Forum to Sustain Legislative Cooperation towards Peace, Governance

𝐏𝐀𝐒𝐀𝐘 𝐂𝐈𝐓𝐘 — Leaders of the two chambers of the Philippine Congress and the Bangsamoro Parliament has convened a meeting in Metro Manila on March 24, 2026, to intensify and sustained their legislative cooperation towards achieving peace and governance in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

The Philippine Congress — the Senate and the House of Representatives — the Parliament of the Bangsamoro Transition Authority (BTA) conducted their 4th Philippine Congress-Bangsamoro Parliament Forum (PCBPF) at the Conrad Hotel in the Mall of Asia (MOA) Complex, Pasay City, Metro Manila, marking their latest in a series of cooperation-focused dialogue.

In connection with the PCBPF, Bangsamoro Parliament Speaker Mohammad S. Yacob, Ph.D., has expressed his support for the meeting,  emphasizing the importance of sustained legislative cooperation in advancing peace and governance in the Bangsamoro region.

The BARMM, created in January 2019 as a better version of the 20 years old Autonomous Region in Muslim Mindanao (ARMM) is presently made up of the provinces of Basilan, Lanao del Sur, Maguindanao del Norte, Maguindanao del Sur, and Tawi-Tawi; the cities of Cotabato, Lamitan, and Marawi; and the Special Geographic Area (SGA) comprised of eight new municipalities in North Cotabato province but under BARMM jurisdiction.

In his message, Yacob underscored the significance of the PCBPF as a platform that brings together institutions to strengthen coordination and partnership.

He emphasized that building the Bangsamoro requires a collective effort among institutions, grounded in mutual respect and a shared vision.

“This Forum reflects an important truth: that the work of building the Bangsamoro is a shared responsibility. It calls on the Senate, the House of Representatives, and the Bangsamoro Parliament to engage one another with sincerity, mutual respect, and a common determination to ensure that the promise of the Bangsamoro Organic Law is fully realized,” Yacob adds.

He further noted that the continued convening of the PCBPF contributes to stronger institutional coordination and more responsive governance.

“In this light, the continued convening of the PCBPF carries real significance. It strengthens coordination between national and regional institutions. It creates space for honest discussion. And it helps ensure that our laws, policies, and institutions remain responsive to the needs of our people,” Yacob says.

Reaffirming his support, Yacob emphasized the Bangsamoro Parliament’s commitment to constructive engagement through the Forum.

May this 4th Meeting of the PCBPF continue to deepen cooperation, strengthen mutual understanding, and move as closer to a Bangsamoro that is peaceful, just, and firmly grounded in effective self-governance,” the BARMM Speaker says.

Established under Republic Act (RA) No. 11054,or the Bangsamoro Organic Law (BOL), the PCBPF serves as a vital mechanism for strengthening coordination and legislative alignment between the Philippine Congress and the Bangsamoro Parliament, ensuring that policies and measures addressing the needs of BARMM are effectively developed and implemented.
