𝐂𝐎𝐓𝐀𝐁𝐀𝐓𝐎 𝐂𝐈𝐓𝐘 —Faculty members and personnel of the Graduate School of Cotabato City University (CSU) have called on Bangsamoro Parliament Speaker Mohammad S. Yacob, Ph.D., aimed at fostering collaboration and academic support.
A member of the Parliament (MP), Yacob received his visitors on Wednesday, April 16, at the Office of the Speaker, Parliament Building, inside the Bangsamoro Government Center (BGC) Complex here in the city, capital of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).
The meeting served as a platform to discuss potential collaboration between CSU and the Bangsamoro Parliament, highlighting the university’s role in providing accessible and affordable education, particularly to students within the region. CSU also shared its vision to strengthen its institutional capacity and expand opportunities for learners through closer coordination with the parliament.
During the discussion, the university, located along the city’s busy Sinsuat Avenue, presented initiatives including the proposed establishment of a Bangsamoro University System and its ongoing preparations for graduate program accreditation. The faculty also requested for support in enhancing student laboratory facilities to improve the learning environment.
As the meeting concluded, both parties a shared commitment to explore collaborative efforts and support the advancement of quality education in the region.

Parliament Speaker Calls for Merit-based, Accountable Public Service at BTA ORA-OHRA Seminar
In another engagement of the speaker, he called for a strengthened adherence to meritocracy, transparency, and accountability in public service in his opening message at the Seminar on the 2025 Revised Omnibus Rules on Appointments and Other Human Resource Actions (ORA-OHRA) conducted by the Bangsamoro Transition Authority (BTA) on April 6, 2026, here at Sardonyx Plaza.
Addressing officials from the Bangsamoro Parliament and various department and service offices, Yacob emphasized that the updated ORA-OHRA guidelines are essential in ensuring that human resource systems remain anchored on law, fairness, and moral governance.
“Today’s seminar…reaffirms our shared responsibility to uphold meritocracy, transparency, and fairness in the management of human resources,” he emphasized.
Yacob also underscored that strengthening personnel systems is crucial to maintaining institutional integrity and sustaining public trust in governance.
Highlighting the role of government employees, Yacob described them as the “stewards and the technical backbone” of the Bangsamoro Parliament, noting that their leadership and performance directly influence the effectiveness of legislative, representation, and oversight functions.
“The leadership you embody influences our day-to-day operations and contributes to its efficiency, credibility, and overall impact on our constituents,” he added.
Yacob further stressed during the seminar the importance of active engagement, pointing out that a deeper understanding of the updated ORA-OHRA policies will enhance institutional capacity and improve service delivery across offices.
“Every standard you uphold, every culture you nurture, and every system you implement…directly shapes the quality of service delivered to the Bangsamoro people,” he pointed out.
Beyond policy compliance, he called on all personnel to remain responsive, accountable, and committed to the trust entrusted to them by the public, encouraging a renewed sense of purpose in public service.
“Always be reminded to be responsive, accountable, and worthy of the trust given to you,” he urged them.
The seminar forms part of the BTA’s continuing efforts to strengthen human resource management systems and promote a professional, competent, and accountable bureaucracy in the region.
Established in 2018 by the Bangsamoro Organic Law (BOL) to implement the 2014 CAB, the BARMM is made up of the provinces of Basilan, Lanao del Sur, Maguindanao del Norte, Maguindanao del Sur, and Tawi-Tawi, the cities of Cotabato, Lamitan, and Marawi, as well as the Special Geographic Area (SGA) comprised of eight new municipalities.
According to the Philippine Atlas BARMM has 4,404,288 people. It has 116 municipalities: Basilan, 11 municipalities; Lanao del Sur, 39; undivided Maguindanao, 36; Sulu, 19; and Tawi-Tawi, 11. Its component cities are Cotabato (the regional center and capital) in Maguindanao; Lamitan in Basilan; and Marawi in Lanao del Sur. (✓)
