DOST’s PAGASA Steps Up Tech Support, Modernizes Sovereign Email Communication through UR Solutions and Zimbra

MANILA, June 02, 2026 – The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), the nation’s official weather and climate bureau, announced today, Tuesday, its commitment to continuing investment in its sovereign, on-premise email platform, ensuring the uninterrupted delivery of critical national weather alerts and climate information to communities across the Philippines.

One of the attached agencies of the Department of Science and Technology (DOST), the move of PAGASA (Filipino for Hope) comes amid calls to adopt sovereign, locally controlled digital infrastructure.

Building on a seven-year partnership with Ubaldo Reidenbach Solutions (UR Solutions), Inc., a trusted local technology provider, PAGASA’s Zimbra-powered on-premises email system delivers greater control over uptime, security policies, and operational continuity for the organization’s 1,000 mailboxes. This sustained investment underscores PAGASA’s commitment to data sovereignty and operational autonomy, as part of the highly regulated Philippine government.

The partnership takes on added significance with the Philippines’ heightened exposure to extreme weather. Facing an average of 20 typhoons a year, the country relies on PAGASA’s ability to disseminate timely and accurate weather data without interruption, making the security of its communication infrastructure a matter of public safety.

PAGASA views this as a vital step in reinforcing resilience. “For several years, our Zimbra platform has reliably managed the mailboxes dedicated to communicating severe weather data. This project with UR Solutions, Inc., is not a new start, but a strategic enhancement to secure this vital infrastructure,” said PAGASA Assistant Weather Services Chief Rolymer Canillo.
