(SDN) — The Ministry of Interior and Local Government (MILG) is ramping up the readiness to respond of its humanitarian arm in times of calamities — natural or man-made.
It can be recalled that MILG under Minister Naguib G. Sinarimbo has been busy responding to calls for assistance through the READi — Rapid Emergency Action on Disaster Incidence — as it fleshes out and implement the ministry’s response to the needs and concerns of the population of the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM).
Part of the stepping up the preparedness of BARMM-READi is the recent training of 53 participants from the municipalities of Marantao, Malabang and Picong, all in Lanao del Sur, and Datu Blah Sinsuat in Maguindanao, in a Water Search and Rescue (WASAR) training conducted by the 6 Infantry Division Training School of the Philippine Army based at Awang Airport in Cotabato City. They composed the 3rd Batch of READi responders who are on training. The training started on October 20
Also this year in April 60 participants composed the 2nd Batch of trainees for the same training.
Sinarimbo pointed out the WASAR is a seven-day intense physical training aimed at intensifying the capability of READi responders in the community level and raising the capacity of communities to act.
It can be recalled that BARMM Interim Chief Minister Ahod Balawag “Al-Hajj Murad” Ebrahim on July 29, 2019, signed Executive Order No. 12 establishing BARMM-READI “as a disaster risk reduction management operation center run by the Ministry of Interior and Local Government (MILG).”
The MILG is headed by a minister, the youthful Sinarimbo. He is also spokesman of BARMM.
BARMM-READi replaced the Regional Disaster Risk Reduction and Management Office of the defunct Autonomous Region of Muslim Mindanao (ARMM), which was previously known as the Humanitarian Emergency Action Response Team (ARMM-HEART).
To implement its tasks, READi “is mandated to coordinate with all the Ministers of the Bangsamoro Government, local government units (LGUs), and the national DRRMC (Disaster Risk Reduction and Management Council) on programs and activities pertaining to disasters.”
“Also, the BARMM-READI shall coordinate with the Office of Civil Defense (OCD) in monitoring and responding to displacements resulting from (man-made) and natural calamities within the territorial jurisdiction of the region.”
The Bangsamoro region’s jurisdiction covers the provinces of Basilan, Lanao del Sur, Maguindanao, Sulu and Tawi-Tawi and the cities of Cotabato, Lamitan, and Marawi as well as 63 barangays or villages in North Cotabato designated as Special Geographic Area (SAG) comprised the BARMM. (✓)
