Faith and integrity fuel NCMF’s QMS Journey

QUEZON CITY — National Commission on Muslim Filipinos (NCMF) Secretary Sabuddin N. Abdurahim has rallied the Commission’s officials to “Sustain NCMF’s Advancement” as the agency undergoes its first surveillance audit for ISO (International Organization for Standardization) 9001:2015 in November 2025.
“This year’s Management Review (MR) holds even greater significance, as it is an essential step before the Commission undergoes the ISO 9001:2015 first surveillance audit by Bureau Veritas next month,” he told NCMF officials from the Central Office and Regional Offices during the opening program of the two-day “2025 NCMF Management Review” on October 3-4, 2025, in Timberland Highlands Resort in San Mateo, Rizal.
“Together, we Sustain NCMF’s Advancement. With our teamwork, the Commission is steadfast in its goal to maintain ISO 9001:2015 certification for the NCMF Central Office, South Luzon, National Capital Region (NCR), North Luzon, Northern Mindanao, and SOCCSKSARGEN. In Shaa Allah (God willing), we also work toward achieving the same accreditation for the remaining six Regional Offices,” he added.
On February 12, 2025, the Bureau Veritas (BV) Philippines issued an ISO 9001:2015 recertification for NCMF Central Office and South Luzon Regional Office, while NCR, North Luzon, Northern Mindanao, and SOCCSKSARGEN Regional Offices are newly certified.
Abdurahim emphasized that the conduct of the 2025 NCMF MR is in line with Clause 9.3.1 of ISO 9001:2015, which states that the “Top management shall review the organization’s quality management system (QMS), at planned intervals, to ensure its continuing suitability, adequacy, effectiveness, and alignment with the strategic direction of the organization.”
Further, Clause 9.3.3 highlights that the outputs of the MR must encompass opportunities for improvement, any necessary changes to the QMS, and resources needed.
“May this 2025 MR not only enhance the Commission’s QMS but also renew our passion to serve with integrity, excellence, and faith,” he urged.
The NCMF Quality Policy was reviewed during the MR and is set for further refinement. Also, the officials agreed to review the NCMF vision, mission, and strategic objectives when the Commission conducts a 2026 Strategic Planning.
NCMF 2025 APCR, OPCRs 1st semester
During Day 2 of the MR, Executive Director (ED) Tahir S. Lidasan, Jr., CESO II, presented the NCMF 2025 Agency Performance & Commitment Review (APCR) achievements for the first semester of 2025.
Seven NCMF Bureau Directors respectively presented their Office Performance and Commitment Review (OPCR) achievements for the same period, while NCMF NCR Regional Director Dimapuno A. Datu-Ramos, Jr., MD, CESE, presented the consolidated 11 NCMF Regional Offices’ OPCR.
Bureau of External Relations (BER) Director Gary A. Habibon, DPA, shared that the Bureau targets that the 11 NCMF Regional Offices will be the ones to do the issuance of certificates of tribal membership (CTMs) starting 2026 in line with the Commission’s mandates under Republic Act No. 9997 and NCMF Operations Manual.
Ways Forward
Lidasan called on NCMF officials to sustain the NCMF gains, drive continuous improvements, and build a future-proof and ready NCMF.
“Every audit finding is not a criticism. It is a compass pointing us towards better ways of doing things. By embracing corrective actions and feedback, we transform weakness into opportunities…The surveillance audit is not the end. It is a checkpoint reminding us that our responsibility is not just to maintain standards but to raise them,” he said.
Meanwhile, Chief of Staff Atty. Hassanal H. Abdurahim reminded NCMF officials, “Leadership is not just about authority. It’s about trust, accountability, and service…Our work is our act of worship… So, my dear colleagues, mga magulang ko sa Komisyon (my parents in the Commission), let your leadership be a source of strength for the Commission and a beacon of hope for Muslim Filipino communities.” (/)
