BARMM Speaker Mohammad Yacob Spearheads Groundbreaking Ceremony for Construction of New Bangsamoro Parliament Building

COTABATO CITY — Bangsamoro Speaker Mohammad S. Yacob, Ph.D., led the groundbreaking ceremony for the construction of the Bangsamoro Parliament Building on Monday, October 5, 2026, at the Bangsamoro Government Center (BGC), marking a historic milestone in the development of the Legislative Building.

The ceremony was attended by Members of the Bangsamoro Parliament, officials of the Bangsamoro Government, project implementers, and other distinguished guests.

In his welcome message, Speaker Yacob described the occasion as more than the commencement of a construction project, emphasizing that the new Parliament Building represents a stronger foundation for self-governance, institution-building, and the continuing pursuit of peace and development in the Bangsamoro.

“Today is more than the commencement of a construction project. It is a significant milestone in our continuing journey of self-governance, institution-building, and nation-building within the Bangsamoro Autonomous Region,” Speaker Yacob said.

The Speaker underscored that the building symbolizes the collective aspiration of the Bangsamoro people for a stronger, more prosperous, peaceful, and democratic region.

He said the project reflects the Bangsamoro’s commitment to strengthening institutions anchored on accountability, transparency, inclusivity, and public service.

“As we lay the foundation of this building, we are also laying the foundation for the future of parliamentary democracy in the Bangsamoro,” Speaker Yacob said.

He further emphasized that the Parliament building will embody the aspirations, sacrifices, and collective struggles of the Bangsamoro people and serve as a lasting symbol of their commitment to building strong democratic institutions.

He also noted that the building will become the permanent home of the people’s Parliament — a place where diverse voices converge, laws are crafted, and decisions affecting the lives of Bangsamoro communities are deliberated with wisdom, accountability, and compassion.

Featured in the event was the unveiling of the Bangsamoro Parliament miniature, highlighting the institutional significance of the project.

The new Parliament building will stand as a lasting institution of the Bangsamoro people — one that will carry forward their aspirations and provide a permanent home for legislation, accountability, and public service for generations to come.

By the time the construction is completed, it shall become the home of the regular Parliament and the 80 legislators and their staff as the Bangsamoro Autonomous Region Muslim Mindanao (BARMM) as the region’s historic first parliamentary political exercise was conducted just last September 14. (/)
