ALAMINOS CITY, Pangasinan — The National Commission on Muslim Filipinos (NCMF)-North Luzon headed by Regional Director Bai Raihanah Sarah T. Macarimpas-Pacasum has conducted a learning seminar for imams (religious leaders) and solemnizing officers based in the city.
Held with a free legal aid lecture also, the activity was held here at Empress Island Hotel and at Masjid Angullia built by the city’s Muslim community.
The Bureau of Legal Affairs (NCMF-BLA) headed by Director Attorney Rolando T. Abo supervised the conduct of the seminar.
Attorney Macarimpas-Pacasum said the seminar was held to educate or update the imams with the significant laws on solemnization of marriage.
Covered in the lectures included:
1. Laws on marriage registration and authority to solemnize marriage, such as Philippine Statistics Authority (PSA) Administrative Order No. 1, Series of 2005, Administrative Order No. 1, Series of 2007, and relevant provisions of Presidential Decree (PD) No. 1083 by Attorney Nor-ainah Daragangan;
2. Philippine law on bigamy and its consequences by Director Macarimpas-Pacasum;
3. Republic Act (RA) No. 11596, also known as “An Act Prohibiting the Practice of Child Marriage” by Abdul Hakim Dianalan; and,
4. Harmonizing child marriage in Islam and R.A. No. 11596 by Sheikh Acmad Pundogar.
An open forum followed the spirited discussion facilitated by Settlement Division Acting Chief Sitti Divina Roxas.
As part of the PSA’s requirements for issuing the authority to solemnize marriage, the imams interested to apply for a Certificate of Registration for Authority to Solemnize Marriage (CRASM) were given endorsement by the NCMF Team.
In addition, a free legal aid that aimed to assist the participants in the execution and free notarization of their Last Will and Testament for Islamic Burial was conducted.
Around 20 attendees were able to execute the said document, which will protect them from being subjected to the non-Islamic way of burial, such as cremation, embalming, and the performance of vigil.
Also present were Deloraine Bernabe, Ali Jefferson Beronio, Ustadjjz Saadoding Muripaga, Ompongaranao Guiling, Bairona Guiling, Fatimah Calbe, Paulina Castillo, and Noraisa Macaumbang.
