Bangsamoro DRRMC EOC Shifts Focus to Relief Operations and Rapid Needs Assessment

The Bangsamoro Disaster Risk Reduction and Management Council (DRRMC) Emergency Operations Center (EOC) has shifted its focus to relief operations and rapid need assessment after two days of Search, Rescue and Retrieval (SRR).

COTABATO CITY — On Sunday, October 30, 2022, various agencies of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) joined together to assist distressed areas of the Bangsamoro region hit by Typhoon Paeng.

The municipalities of Datu Blah Sinsuat (DBS) and Upi are two of the most severely storm-hit on October 28.

Established in 2018 by the Bangsamoro Organic Law (BOL) to implement the 2014 Comprehensive Agreement on the Bangsamoro (CAB), the autonomous region — with a parliamentary government — is made up of the provinces of Basilan, Lanao del Sur, Maguindanao, Sulu, and Tawi-Tawi, the cities of Cotabato, Lamitan, and Marawi, as well as the Special Geographic Area (SGA) of 63 barangays or villages that voted “yes” in a plebiscite in January and February 2019 to be under the BARMM jurisdiction.

The BARMM population per the Philippine Atlas has 4,404,288 people. It has 116 municipalities: Basilan, 11 municipalities; Lanao del Sur, 39; Maguindanao, 36; Sulu, 19; and Tawi-Tawi, 11. Its component cities are Cotabato (the regional center and capital) in Maguindanao; Lamitan in Basilan; and Marawi in Lanao del Sur.

A report from the Bangsamoro Rapid Emergency Action on Disaster Incidence (READi) of the Ministry of the Interior and Local Government (MILG) headed by Minister Naguib G. Sinarimbo showed the MILG with the Ministry of Social Services and Development (MSSD), Office of the Civil Defense (OCD), the Ministry of Trade, Investments and Tourism (MTIT), Ministry of Health (MOH), and Project TABANG joined efforts in providing relief goods to the residents of the two municipalities.

DBS Mayor Datu Marshall Sinsuat together with Vice Mayor Bai Raida T. Sinsuat personally accepted the relief assistance for their constituents.

On the same day, Upi Municipal Mayor Ma. Rona Cristina A. Piang-Florez received bags of rice from Bangsamoro READi, as well as “malong” (a Moro tube skirt), hygiene kits, and blankets from OCD Region XI.

The head also of Bangsamoro READi, Sinarimbo led the handover of relief goods to the municipalities as the MILG-READi Team also made on-site inspections to determine what other assistance can be provided.

Presently, a total of 12,250 bags of 10 kilos rice are currently being distributed to the affected families through their local government units (LGUs) in Maguindanao, 2,000 rice bags for Datu Blah Sinsuat, 2,000 for Upi, 1,000 for Mindanao State University (MSU)-Dalican, 1,000 for Poblacion Dalican, 1,500 for Datu Piang, 1,000 for Sultan Mastura, 2,000 for Guindulungan, 1,500 for Mother Kabuntalan, and 250 for barangay Patot in Pigcawayan, SGA.

In addition, 1,141 jerry cans, 300 sleeping kits, 279 hygiene kits, and 1 set of community kitchen were provided by the MSSD; basic medicines by the MOH; and 300 pieces of malong, 300 hygiene kits, and 300 sleeping kits were distributed from OCD Region XI.

Bangsamoro READi continues to monitor the rise of water level in the Ligawasan Marsh and the accumulation of water hyacinth at Rio Grande de Mindanao. Just this morning, it deployed two motorized rubber boats to check if the situation gets worse.

Sinarimbo has assured affected communities and their residents that the Bangsamoro government, including MILG and its humanitarian and disaster response arm, READi, will continue discharging its duties to help in every way.

As this developed, the Bangsamoro Disaster Risk Reduction and Management Council (DRRMC) Emergency Operations Center (EOC) is now focused on providing relief assistance after doing two days of Search, Rescue and Retrieval (SSR) of landslide and flooding victims.
