QUEZON CITY, March 6, 2024 — National Commission on Muslim Filipinos (NCMF) Officer-in-Charge (OIC) and Commissioner Yusoph J. Mando today, Wednesday, designated Khamil M. Manalundong as acting director of the NCMF’s Finance and Management Service (FMS).
Before his designation to head the FMS, a crucial component in the Commission’s Hajj pilgrimage operation, Manalundong was chief of the General Services Division (GSD).
To continue the GSD’s functions running without interruption, Mando designated Ahmad S. Latip as acting chief. The designations of the two officials take effect immediately.
“This Order revokes all others inconsistent thereto and shall take effect on the 6th day of March. It shall remain in full force and effect until revoked, modified, or repealed by the undersigned or by competent authority,” Mando said in his Office Order No. 240356 and 2403257, Series of 2024, respectively.

Manalundong and Latip are expected to “perform the duties and responsibilities inherent” to their designation. As the orders made clear, they are also “entitled to receive Representation and Transportation Allowance (RATA), as may be allowed by law, subject to existing accounting and auditing rules and regulations.”
It can be recalled that Malacanang has clothed Mando as OIC with “additional authorities”, including:
- To sign contracts for the Hajj 2024 Mission;
- Issue temporary re-assignments, designations, and/or detail orders of officials and employees the terms of which not more than six months;
- Renew contracts of job order and contract of service personnel, and consultants;
- Approve requests for local and foreign travels of officials and employees;
- Assign, delegate and/or designate responsibilities to the Commission’s officials and employees.
Executive Secretary Lucas P. Bersamin signed the memorandum granting OIC Mando’s additional authorities on January 29 by the authority of President Ferdinand R. Marcos, Jr.
Bersamin directed the Department of the Interior and Local Government (DILG) as the NCMF’s supervising agency “to monitor and review” the OIC’s performance aimed at ensuring “compliance with relevant laws, rules and regulations.”
“The DILG shall also closely monitor the contracts and arrangements that will be entered into or contracted for the 2024 Hajj Mission,” the Palace official said in his memorandum, and submit monthly reports to the Office of the President through the Office of the Executive Secretary.
Meanwhile, some officials and employees of the Commission have been on edge as they await any new appointees as some of incumbent officials’ terms are set to expire on Thursday, March 7. Unless they are re-appointed.
