COTABATO CITY (SDN) — The Ministry of Basic, Higher and Technical Education (MBHTE) on Tuesday, August 19, warmly welcomed Director General Jose Francisco “Kiko” B. Benitez, Ph.D., the new head of the Technical Education Skills and Development Authority (TESDA).
Headed by Education Minister Mohagher M. Iqbal, the head of the MBHTE, one of the 15 primary ministries of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), lost no time in sending the Bangsamoro education ministry’s congratulations to the new TESDA head.
On the same day in the morning, then TESDA Director General/Secretary Suharto T. Mangudadatu, Ph.D., formally turned over to his predecessor the reigns of the manpower agency, which produces a pool of world-class Filipino workers who are able to compete in the global job market.
In its message, the MBHTE extended its “heartfelt congratulations to (Negros Occidental) Rep. Jose Francisco ‘Kiko’ Bantug Benitez on his appointment as the new Director General of the Technical Education and Skills Development Authority (TESDA).”

The Bangsamoro education agency cited what it called Benitez’s extensive experience and dedication to education, believing the new head of TESDA “will drive meaningful advancements in technical education and skills development.”
While on it, the MBHTE is looking forward to a close collaboration aimed at enhancing vocational training, supporting workforce development, and achieving the shared goal of building a more skilled, inclusive technical education system and a capable workforce in the Bangsamoro Autonomous Region (BAR).

The Bangsamoro region, established in 2018 by the Bangsamoro Organic Law (BOL) to implement the 2014 Comprehensive Agreement on the Bangsamoro (CAB), is made up of the provinces of Basilan, Lanao del Sur, Maguindanao del Sur, Maguindanao del Norte, Sulu, and Tawi-Tawi, the cities of Cotabato, Lamitan, and Marawi, as well as the Special Geographic Area’s (SGA) 63 barangays or villages that voted “Yes” in a plebiscite in February 2019 to be under the BARMM jurisdiction. With the recent plebiscite at SGA, the BARMM now has eight new municipalities as residents voted “Yes”.
According to the Philippine Atlas BARMM has 4,404,288 people. It has 116 municipalities (plus eight newly established under the SGA: Basilan, 11 municipalities; Lanao del Sur, 39; undivided Maguindanao, 36; Sulu, 19; and Tawi-Tawi, 11. Its component cities are Cotabato (the regional center and capital) in Maguindanao; Lamitan in Basilan; and Marawi in Lanao del Sur. — EDD K. USMAN (✓)
