Minister Naguib G. Sinarimbo Clarifies Budget Allocation of MILG

Here’s an explanatory statement from Interior Minister Atty. Naguib G. Sinarimbo about the MILG’s budget allocation.

We would like to correct the erroneous and malicious statement that there is a total of Php1.1 Billion Office Supplies for the Ministry of the Interior and Local Government (MILG). The photo posted pertains to the budget of the Ministry for FY 2021 as provided in the General Appropriations Act (GAA) of the Bangsamoro. The total appropriation of MILG-BARMM is Php1.055 Billion which is allocated to the following allotment class:

Personal Services (PS), Maintenance and Other Operating Expenses (MOOE) and Capital Outlays (CO). The distribution of expenditures are as follows:

PS – Php259.66 Million which will be used to pay the salaries, wages, and the other compensation of the Ministry’s employees.

MOOE – Php695.09 Million which refers to the expenditures to support the operations of the Ministry such expenses for supplies and materials, transportation and travel, utilities and repairs.

CO – Php100.82 Million will be used for the purchase of goods and services the benefit of which extends beyond the fiscal year such as construction of buildings, procurement of vehicles, and procurement machinery and equipment.

We would like to emphasize that the Supplies and Materials budget of the Ministry found in the MOOE Section amounting to Php414.201 Million is further broken down into the following:

Out of the total Supplies and Materials Expense, Php403.54 Million is allocated to READi which is used in the procurement of goods such as rice, canned goods, food items, medicines, and medical supplies to be distributed to the people affected by calamities/disasters/conflicts, and other emergencies such as this pandemic.

The remaining Php9.70 Million is allocated for the Office Supplies, Materials, and Fuel Expenses for consumption of government vehicles and other equipment in connection with the Ministry’s operations.

Hence, only Php9.7 Million or 0.91% of the total budget of the Ministry is allocated for office supplies including the fuel expenses and NOT Php400M or Php1.1 BILLION as claimed. (✓)
