The Ministry of the Interior and Local Government (MILG) headed by Minister Atty. Naguib G. Sinarimbo has honored the more than 100 performing local government units during the Bangsamoro Governance Day in the PAGKILALA: Awarding Ceremony of BARMM LGUs held on 19 January 2022 at Shariff Kabunsuan Cultural Complex, Bangsamoro Government Center, this city.
(BARMM is the Bangsamoro Autonomous Region of Muslim Mindanao.)
This yearโs 3rd BARMM Founding Anniversary theme, “๐ถโ๐๐๐๐๐๐ ๐๐๐๐๐๐’๐ ๐ฟ๐๐ฃ๐๐ , ๐๐๐๐๐ ๐๐๐๐๐๐๐ ๐กโ๐ ๐ต๐๐๐๐ ๐๐๐๐๐: ๐ถ๐๐๐๐๐๐๐ก๐๐๐ ๐๐๐ ๐๐ข๐ ๐ก๐๐๐๐๐๐ ๐กโ๐ ๐บ๐๐๐๐ ๐๐ ๐๐๐๐๐ ๐๐๐ ๐๐๐๐๐ ๐บ๐๐ฃ๐๐๐๐๐๐๐” is just but fitting as the Ministry recognized the best Performing Local Government Units (LGUs) and Chief Executives of the Region showcasing their accomplishments in the areas of local legislation, administration, social services, economic development and environmental management.

Local government units and officials that have made their marks in exemplary public service not only in their policies and programming, but in significant aspects of governance that impacted the lives of their constituents. These practice brought forth not only innovation, exceptional leadership, positive development and great change in the lives of their constituents and will eventually redound to transform the landscape of the locality paving the way to progress and development.
โToday we recognize as part of the major program of the Bangsamoro government the exemplary performance of local chief executives of the Bangsamoro region from different levels of government; from the province, municipality and barangays. Those who have truly performed and delivered on their mandate and have shown exemplary service to their constituents, they truly deserve our recognition,โ said Minister Sinarimbo in his opening message.

๐๐ฐ๐๐ง๐ญ๐ฒ ๐ง๐ข๐ง๐ (29) BLGUs were conferred the ๐๐ฎ๐ฉ๐จ๐ง๐ ๐๐๐ ๐๐ฉ๐๐ฆ๐๐ฒ๐๐ฉ๐ ๐๐ง๐๐๐ง๐ญ๐ข๐ฏ๐๐ฌ ๐๐ฐ๐๐ซ๐ (๐๐๐๐).
These are the lupons (communities) that have shown exemplary capacity to settle disputes at the level of the barangay. Each awardee received a cash incentive and plaque.
The champions in different categories:
– Barangay Rempes, Upi, Maguindanao โ Champion, 1st to 3rd Class Category โ Php160,000
– Barangay Kauran, Ampatuan, Maguindanao โ Champion, 4th to 6th Class Category โ Php160,000
– Barangay Limo-ok, Lamitan City, Basilan โ Champion, City Category โ Php160,000
– Barangay Tumbras, Midsayap 1 โ Champion, SGA 1st to 3rd Class Category โ Php160,000

Cognizant of the important role of the barangay in the overall development and transformation of the community and of the nation, the Ministry pilot tested the ๐๐๐๐ฅ ๐จ๐ ๐๐จ๐จ๐ ๐๐จ๐๐๐ฅ ๐๐จ๐ฏ๐๐ซ๐ง๐๐ง๐๐ ๐๐จ๐ซ ๐๐๐ซ๐๐ง๐ ๐๐ฒ๐ฌ (๐๐๐๐๐) to encourage and challenge barangays to scale up their performance and practices of good governance that accord primacy to the principles of accountability, transparency, performance and effectiveness. Barangay local government units were recognized for their best practices in preserving the welfare and contributing growth and development in their communities. These barangays are great examples of how governance should be enacted at the grassroots.
๐๐ฐ๐๐ง๐ญ๐ฒ ๐๐จ๐ฎ๐ซ (24) SGLGB were cited, the first time in the Region. These are those barangays which have shown the capacity to hurdle challenges. Cash incentive of Php50,000 and plaque were given to the awardees.
๐๐ข๐ง๐ (9) BLGUs were cited in the ๐๐๐๐ซ๐๐ก ๐๐จ๐ซ ๐๐จ๐๐๐ฅ ๐๐๐ซ๐๐ง๐ ๐๐ฒ๐ฌ (๐๐๐) in the Region. The SMB is one of the newest incentive programs of the Ministry, aimed to recognize barangays with exemplary performances and serve as a fine example and aspiration on good governance. These barangays were given distinction for implementing initiatives that protect their communities.
The ๐๐ก๐๐ฆ๐ฉ๐ข๐จ๐ง, ๐๐๐ซ๐๐ง๐ ๐๐ฒ ๐๐๐ฆ๐ฉ๐๐ฌ, ๐จ๐ ๐๐ฉ๐ข, ๐๐๐ ๐ฎ๐ข๐ง๐๐๐ง๐๐จ received a Php1 million cash incentive and plaque. The rest of the finalists each received Php100,000 cash grant and plaque.

And for the ๐๐ง๐ญ๐ข-๐๐ซ๐ฎ๐ ๐๐๐ฎ๐ฌ๐ ๐๐จ๐ฎ๐ง๐๐ข๐ฅ (๐๐๐๐) ๐ ๐ฎ๐ง๐๐ญ๐ข๐จ๐ง๐๐ฅ๐ข๐ญ๐ฒ, ๐ญ๐ก๐ข๐ซ๐ญ๐ฒ ๐๐ข๐ ๐ก๐ญ (38) Anti-Drug Abuse Councils were recognized for their functionality and effectiveness and exceptional performance.
The ๐๐จ๐๐๐ฅ ๐๐จ๐ฏ๐๐ซ๐ง๐ฆ๐๐ง๐ญ ๐ ๐ฎ๐ง๐๐ญ๐ข๐จ๐ง๐๐ฅ๐ข๐ญ๐ฒ ๐๐ฉ๐ฉ๐ซ๐๐ข๐ฌ๐๐ฅ (๐๐จ๐๐ ๐), a functionality and performance oversight tool developed by the Ministry brought on ๐ฌ๐ข๐ฑ๐ญ๐ฒ ๐ฌ๐ข๐ฑ (66) ideal functional LGUs. These LGUs have been measured and passed using the seven (7) categories of functionality: 1. Presence of Government Center with Facilities; 2. Presence of Working Elected and Appointed Officials and Functionaries; 3. Functional Local Special Bodies (LSB;) 4. Functional Local Legislative Body; 5. Approved Mandated Plans and Budget; 6. Available, Visible and Accessible Basic Services; and 7. Sound Fiscal Management.
๐๐๐ง (10) LGUs were awarded for their innovative practices for CY 2020 and ๐ญ๐ฐ๐จ (2) for CY 2021 utilizing the ๐๐๐ ๐๐ซ๐๐ง๐ญ ๐๐ฌ๐ฌ๐ข๐ฌ๐ญ๐๐ง๐๐ ๐๐จ๐ซ ๐๐ง๐ง๐จ๐ฏ๐๐ญ๐ข๐ฏ๐ ๐๐ซ๐๐๐ญ๐ข๐๐๐ฌ (๐๐๐๐๐) Program of the MILG. These ๐ญ๐ฐ๐๐ฅ๐ฏ๐ (12) LGUs are recognized for their innovative and excellent local governance practices that demonstrate sustainability and has potential for replication by other local government units. Aside from the plaque, each of them will receive Php2.5 million incentive fund which shall be invested in program enhancement, expansion and/or innovation that shall be outlined in project proposal to be submitted by the awardees and accounted for in program reports within one year from the date of receipt of the grant fund.

And finally yet importantly, the ๐๐๐ฅ๐๐ฆ๐๐ญ ๐๐ฑ๐๐๐ฅ๐ฅ๐๐ง๐๐ ๐๐ฐ๐๐ซ๐ ๐๐จ๐ซ ๐๐๐๐๐๐ซ๐ฌ๐ก๐ข๐ฉ or ๐๐๐๐.
This is the first time that this award has been given. SEAL is an incentive award program initiated and conceptualized by the MILG in honor of the great Bangsamoro revolutionary leader, Sheikh Salamat Hashim (founder and chairman of the Moro Islamic Liberation Front or MILF), whose leadership have clearly shown the following characteristics: accountable, participatory and service-oriented leadership.
๐๐ข๐ฑ (6) local leaders who epitomize the leadership qualities of the late revolutionary leader bagged the prestigious award. Each received a cash incentive worth Php2.5 million and an 18 Karat gold medallion worth Php311,000.
