Bangsamoro Parliament OKs 3 Bills on Establishing and Upgrading Hospitals

COTABATO CITY – The Bangsamoro Transition Authority (BTA) has approved on third and final reading three bills aimed at establishing and upgrading hospitals in Sulu and Maguindanao.

Hospital measures passed by Parliament include bills establishing a Level II district hospital in Maimbung, Sulu; upgrading the Sulu Provincial Hospital (SPH) into a Level II hospital, and upgrading the Buluan District Hospital (BDH) into a Level II hospital in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

Comprising the BARMM are the provinces of Basilan, Lanao del Sur, Maguindanao, Sulu, and Tawi-Tawi, and the cities of Cotabato, Lamitan, and Marawi, as well as the Special Geographic Area (SGA) made up of 63 barangays or villages in North Cotabato that opted to be under BARMM jurisdiction. North Cotabato itself is not part of the region.

The BTA Bill No. 89 seeks to establish a Level II district hospital with a 100-bed capacity. It shall be under the direct administrative and technical supervision of the Sulu Integrated Provincial Health Office (SIPHO).

Another measure, BTA Bill No. 90, was approved in the plenary. It intends to upgrade the SPH into a Level II hospital, increasing its bed capacity to 200 and upgrading its professional health care services.

The Bangsamoro Government shall provide the necessary funds in support of the upgrading and increase in bed capacity.

In a related development, the BDH will also be upgraded from a Level I district hospital with a 75-bed capacity to a Level II district hospital with a 200-bed capacity.

BTA Bill No. 92 requires the BDH to improve its infrastructure and the quality of its professional health care services by putting in more beds.

“Our people deserve the best health care services. The Bangsamoro deserve to enjoy the gains of the peace process,” said Minister of Parliament Khadafeh Mangudadatu, one of the main authors of the bill.

Funding for personnel services, maintenance, and other operating expenses shall be included in the annual General Appropriations Act (GAA).

The construction and upgrading of all hospital facilities and services will be under the direct supervision and control of the Ministry of Health (BARMM-MOH).

On Wednesday, June 15, two hospital bills were also approved in the plenary. It includes upgrading Datu Blah District Hospital (DBDH) in Maguindanao and Wao District Hospital (WDH) in Lanao del Sur.
