Third, new and old drivers can complement each other. In terms of new driving forces, the "four new" economic added value accounted for 31.7%, the number of high-tech enterprises exceeded 20000, and the output value of high-tech industries increased by nearly 12 percentage points to 46.8% in the past four years. In terms of old driving forces, traditional industries have been revitalized through digital empowerment and technological transformation.
Fourth, all kinds of enterprises can fly together. The development momentum of state-owned, private and foreign-funded enterprises in Shandong is good. The total assets of state-owned enterprises reached 4.1 trillion yuan, the added value of the private economy accounted for 52.2%, and the total number of foreign-funded enterprises reached 18000.
Fifth, land and sea resources can be developed as a whole. Shandong’s land and sea areas are basically the same. At present, Shandong has greater potential in the sea, and its total marine economy ranks second in China.
Sixth, transportation can extend in all directions. The construction of high-speed railways, expressways and ports has been accelerated, and the gold lettered signboard of "people can travel freely and things can flow freely" has become more and more bright.
Seventh, urban and rural areas can achieve balanced development. The income ratio of urban and rural residents narrowed to 2.26. The leading power of Jinan and Qingdao has been continuously enhanced, and the development of large, medium and small cities is relatively balanced.
Eighth, opening up can be upgraded. Pilot free trade zone and Shanghai Cooperation Demonstration Zone have been approved one after another. RCEP has carried out pilot demonstration in Shandong. Shandong can play a greater role in opening up.
Ninth, cultural fertile soil can be cultivated deeply. Shandong is known as "the hometown of Confucius and Mencius and the state of etiquette". It is also the largest hometown of overseas Chinese in Jiangbei. There are 1.2 million returned overseas Chinese and their relatives at home and 1.2 million overseas Chinese and overseas Chinese. It is rich in cultural resources.
