DATU BLAH SINSUAT, Maguindanao del Norte — The Bangsamoro government is bringing what is called the “Dividends of Peace” to this municipality through a Memorandum of Agreement (MOA), one of the features of the province’s first Layag Festival this month.
To implement the construction projects contained in the MOA, the head of the Ministry of the Interior and Local Government (MILG), Minister Naguib G. Sinarimbo and Datu Blah Sinsuat (DBS) Mayor Datu Marshall I. Sinsuat signed the MOA at the conclusion of the Layag Festival on October 09, 2022. (“layag is Maguindanaon for the term “sail”.)
According to the MILG, one of the primary ministries of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), the ministry will build five units of 2-story Barangay Hall Buildings in the villages (barangays) of DBS, such as Pura, Tubuan, Tambak, Resa, and Nalkan.
The infrastructure projects, each worth Php3.5 million each, for a total of Php17.5 million for all five, are funded under the Office of the Chief Minister-Support to Local Moral Governance (OCM-SLMG), which the MILG is implementing through its Project Management Development Division (PMDD).

MILG continues to support local government infra projects
According to Sinarimbo, who represented BARMM Chief Minister Ahod Balawag “Al-Hajj Murad” Ebrahim during the event, the barangay halls are the latest additions to the infrastructure projects in support of local moral governance of the municipality, one of the continuing advocacies of the Bangsamoro Government under the leadership of Ebrahim.
Sinarimbo said other infrastructure support programs by the Ministry in the coastal municipality of DBS include the ongoing construction of their municipal building, the already completed municipal police station, and the ongoing construction of their public market which is envisioned to be the center of trade commerce of the municipality.
“These are basic infrastructure projects to support better governance here at DBS. Aside from basic infrastructures, we are one with the vision of Datu Blah Sinsuat, because when you are clear about where you want to go, you will surely fulfill what you want to achieve,” said the MILG head.
Meanwhile, Member of the Parliament (MP) Eng’r. Baintan Ampatuan stressed that the Bangsamoro Government through the Bangsamoro Transition Authority (BTA) will continue to support local government unitsโ (LGUs) journey towards sustained development.
โYou [the constituents] are the ones who truly inspire us to work in the Parliament. Whatever we can support, huge or small, we provide for continuous development,” she assured.
Also present during the culmination program were MP Romeo Sema, MP Oranon Suwaib, Pagalungan Mayor Datu Salik Mamasabulod, Philippine National Police-Bangsamoro Autonomous Region (PRO-BAR) Deputy Regional Director Police Brig. Gen. Pablo Labra II, DBS Vice Mayor Raida Tomawis Sinsuat, and the other municipal and barangay local chief executives and officers.
Layag Festival, a symbol of journey towards peace, dev’t
“Staging festivals is important nowadays. A symbol towards development, that’s the Layag (sail). DBS is gifted with beautiful beaches and majestic mountains,” said Sinarimbo.
Sinarimbo added that this festival has the potential to be among regional festivities of the BARMM which may lead to DBS being a premier tourist destination in the coastal area of Maguindanao del Norte. The Minister also urged the LGU to submit their resolution to the Ministry of Trade, Investments and Tourism (MTIT) for the Layag Festival to be included in the calendar of tourist destinations in the Bangsamoro Region.
According to Baislaniya M. Kabamblan, Municipal Tourism Officer of DBS LGU, the layag or sail is part of the municipalityโs history, culture, and livelihood of its people.
“As a sign of recognition and appreciation of history and continued sailing towards prosperity and peace, the Ordinance No. 09-01 series of 2022 was passed to promote coastal and marine resources of DBS,” she pointed out.
Meanwhile, instrumental to the municipalityโs transformation, improved peace and development, according to its mayor, is the regular receipt of its Internal Revenue Allotment (IRA), which started during the assumption of the Bangsamoro government.
“We receive our IRA because of BARMM. That’s why I said no matter what happens we will still be with BARMM because if not for the BARMM [government], we will not have any salary, the DBS account will still be empty โ for ten years, you don’t know where to get resources. But when BARMM assumed, DBS’s IRA also came. Thank you to Chief Minister Ebrahim, Minister Sinarimbo, Minister Abdulraof Macacua, Minister Mohagher M. Iqbal, for all your help.)
The Layag Festival will now be celebrated in DBS every second week of October of every year. (โ)
