MILG & UNDP Program Provides Php3-M Ice Block Making Livelihood for BARMM’s SGA Communities

PIGCAWAYAN CLUSTER, Special Geographic Area (SGA), BARMM — The Special Geographic Area (SGA)-Pigcawayan Cluster led by their respective barangay captains received on Sunday, October 24, 2022, Php3-million worth of Ice Block Making Facility from the Bangsamoro Government through the Ministry of the Interior and Local Government (MILG) under its Bangsamoro Integrated Rehabilitation and Development (BIRD) Program. 

Funded by the United Nations Development Program (UNDP), the Ice Block Making Solar Powered Facility, located at Barangay Datu Mantil in Pigcawayan Cluster, one of the 63 barangays within the SGA of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) will benefit fisherfolks community in SGA. 

The Facility was officially turned over by UN Assistant Secretary General Ms. Kanni Wignaraja and MILG Deputy Minister Abunawas “Von Al Haq” Maslamama. 

Interior Minister Atty. Naguib G. Sinarimbo said the livelihood initiative is a “joint project of UNDP and our Ministry under our SDF (Special Development Fund) program dubbed BIRD aimed at providing ice blocks for preserving the fish and other marine resources of our communities around the marsh.”

Capable of producing as much as 900 kilograms of ice blocks per day, the livelihood facility is expected to boost local economic activity in the area especially in trade relating to fishing and other added value products. 

In a social media post, the UNDP underscored that the project “will help the fisherfolk in preserving the freshness of their catch and will also open up new livelihood opportunities like fish sorting for the women’s organizations.” 

The power plant can produce up to 12Kw of energy from three sources: 24 (550 watt) high-quality solar panels, internal battery storage (2x18KWh), and external power source (fuel generator or grid). 

To ensure quality of ice blocks, raw water will be pumped through several filter stages such as large debris filter, micron disposable filter, carbon filter to add an additional purifying stage, and additional small filter unit to facilitate chlorine tablets if desired. 

An inclusive development program of the Office of the Chief Minister (OCM-BARMM) implemented through the MILG-BARMM, the BIRD program is a 5-year program that aims to contribute to transforming the 63 barangays of the SGA-BARMM into productive and peaceful communities by responding to the development needs and providing access to basic social services of the Bangsamoro Government.

To provide access to basic services, the MILG through the BIRD Program implements programs that aim to a.) improve farm income by increasing agriculture productivity and production; b.) provide physical and social infrastructure; and c.) improve resource-based management by establishing integrated environmental management projects.
