COTABATO CITY — The Ministry of Basic, Higher and Technical Education (MBHTE) has finished presenting its Fiscal Year (FY) 2023 budget during the two-day Sub-Committee Budget Hearing before the Committee on Finance, Budget and Management before the Parliament of the Bangsamoro Transition Authority (BTA).
Minister of Parliament (MP) and Ministry of Science and Technology (MOST) Minister Aida Silongan chairs the committee.


The education ministry presented its financial performance for the Bangsamoro Autonomy Act (BAA) 2020, General Appropriations Act of the Bangsamoro (GAAB) 2021 and GAAB 2022, and the Comparative Appropriations.

For FY 2023, the ministry will continue the establishment of infrastructure projects through construction of school buildings and facilities, provision of teaching and learning equipment, creation of scholarship programs, hiring of teaching and non-teaching personnel, among others.
The budget proposal for FY 2023 shall be approved by Sub-Committee F upon submission of all the documents required by the latter.
It can be recalled MBHTE headed by MP and Education Minister Mohagher M. Iqbal presented on November 3, 2022, before the committee its accomplishments, justifications, financial performance, and programs from the past year during the Sub-Committee Budget Hearing held at the Bangsamoro Planning and Development Authority (BPDA) Conference Room.

Moreover, the ministry’s budget proposal for the Fiscal Year (FY) 2023 is under its four subsectors – Basic, Madaris, Technical, and Higher Education.
For the FY 2023, the ministry will intensify education services in all levels by investing in relevant programs and courses.

Iqbal believed that there are four (4) factors that must be considered in achieving quality education: 1) teachers/instructors, 2) facilities, 3) MOOE, and 4) peace and order. He also reiterated the importance of Islamic Education by which the MBHTE subsectors are now integrating to their programs.
