COTABATO CITY — As part of its effort towards an inclusive governance, Chief Minister Ahod Balawag “Al-Hajj Murad” Ebrahim announced on Wednesday, April 12, nine successful nominees to occupy the community and sectoral representative seats in the BARMM Council of Leaders.
BARMM is the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) created through the 2018 Bangsamoro Organic Law (BOL) to implement the 2014 Comprehensive Agreement on the Bangsamoro (CAB).
Republic Act No. 11054, otherwise known as the BOL, provides that the Council shall advise the Chief Minister on matters of governance in the Bangsamoro Autonomous Region (BAR).
The Chief Minister will head the Council, with its members consisting of members of Congress from the BARMM; provincial governors, and mayors of chartered cities in the region; and representatives of other sectors.
As further detailed in the Bangsamoro Autonomy Act No. 13 or the Bangsamoro Administrative Code (BAC), there shall be one representative each from the sectors of traditional leaders, non-Moro indigenous communities, women, settler communities, the Ulama, youth, Bangsamoro communities outside BARMM, professionals, business, private educational institutions, labor, and farmers’ sector.
Based on the Special Orders released by the Office of the Chief Minister (OCM), the following men and women from different walks of life satisfactorily met the criteria for the selection of Community and Sectoral representatives:
- Mohammad Abqary A. Alon – Youth
- Noni L. Lao – Women
- Mlang U. Madal – Traditional Leaders
- Troy Eric O. Cordero – Settler Communities
- Aboulkhair S. Tarason – Ulama
- Tungko B. Tadtagan – Professionals
- Shalimar A. Candao – Business Sector
- Musa T. Solaiman – Farmers
- Malik J. Caril – Bangsamoro Communities Outside the Bangsamoro Autonomous Region (BCOBAR)
The nominees underwent a thorough assessment on their credentials based on the guidelines issued by the Screening Committee by virtue of Administrative Order No. 0008, s. 2021 subject to the provisions of Book II, Section 5, of the BAC.
“As a newly appointed Ulama representative in the Council of Leaders, I, Aboulkhair S. Tarason from Basilan Province, is willing to participate in any and all activities of the Council and is accepting any responsibility that may be given to me, with all the power and support that I can give. In shaa Allah,” he assured.
While there were 12 posts as announced during the call for nominations in November last year, the Chief Minister is yet to name the three remaining representatives to complete the Council.
The BAC provides that the sectoral representatives shall not receive compensation except in the form of per diem and necessary expenses in attending the meeting and activities of the Council.
