COTABATO CITY —ย The Ministry of the Interior and Local Government on June 2, 2023, signed a Memorandum of Understanding (MOU) at the Em Manor Hotel and Convention Center for the implementation of Project REAL (Revenue Enhancement Assistance for Local Government Units) with its target beneficiaries.

This year, five local government entities have been chosen as targets for Project REAL. To further strengthen the partnership in implementing the program, Interior Minister Atty. Naguib G. Sinarimbo signed the MOU and the Local Chief Executives (LCEs) of the target local government units (LGUs) represented by Buldon Mayor Pahmia A Manalao-Masurong, Datu Blah Sinsuat Mayor Datu Marshall I. Sinsuat, Sultan Mastura Mayor Dr. Zulficar A. Panda, Pualas Mayor Amanoden T. Ducol, and Binidayan Mayor Sodais D. Dimaporo.

Project REAL aims to reduce LGUs’ reliance on the Internal Revenue Allotment (IRA), also known as the National Tax Allocation (NTA) or the share from national taxes, by bolstering and diversifying their revenue sources, thereby improving revenue generation for LGUs and weaning them off of their reliance on the IRA, Sinarimbo explained.

The MILG provides capacity development through Project REAL to enable LGUs to carry out their corporate powers in accordance with the Local Government Code of 1991, guided by the BARMM’s (Bangsamoro Autonomous Region of Muslim Mindanao) Enhanced 12-Point Agenda to boost economic opportunities in the region through increased revenue generation.

MILG Director General Eng’r Khalid S. Dumagay cited Project REAL, saying it will not only generate revenue but also spur development and improve the region’s peace and order situation.

Sinsuat said despite the fact that his LGU does not perform well in terms of revenue generation, he is pleased that it is one of the targeted LGUs. “I fully support the program that can assist us in generating revenue for our dear Datu Blah Sinsuat, and we are looking to improve our performance in the coming years,” he concluded.
