(SDN) — One of the good guys at the National Commission on Muslim Filipinos (NCMF) receives today, March 8, a mandate to lead the Commission. Effective immediately!
A native of Davao City, he is lawyer Michael Mangampo Mamukid, appointed commissioner of the NCMF by then President Rodrigo R. Duterte in March 2022. NCMF commissioners are clothed with a four-year term based on Republic Act No. 9997.
Mamukid was a former director at the National Commission on Indigenous Peoples (NCIP).
Department of the Interior and Local Government (DILG) Secretary Benjamin “Benhur” C. Abalos, Jr. designated the Davao lawyer through Department Order No. 2024-230, with the subject: Designation of the Officer-in-Charge for the National Commission on Muslim Filipinos (NCMF).
The DILG chief made the designation because of the expiry of the two-year term as NCMF secretary of Commissioner Guiling A. Mamondiong, referring to Executive Order No. 67, series of 2018.
Mamukid’s designation, “until a new NCMF Secretary is appointed/designated”, was also a consequence of the conclusion of the four-year term of Yusoph J. Mando as commissioner on March 7, 2024. It can be recalled that Abalos designated Mando of Basilan as OIC of the NCMF after the issuance of the 90-day suspension of Mamondiong on January 2 because of various issues that came out after the 2023 Hajj Mission.
The Office of the President during Duterte’s administration delegated the DILG with the authority to supervise the NCMF, which replaced the now-long defunct Office of Muslims Affairs (OMA).
NCMF’s Charter, R.A. No. 9997, stipulates that the Commission shall have nine commissioners with four years term each and from among them a secretary to be appointed by the President with two years mandate.
Along with Mando, there were three other commissioners whose terms also ended at the same time.
Mamukid is expected to assume his new designation at the NCMF on Monday, March 11, or thereabouts.
As the news of Mamukid’s designation as OIC of the NCMF reached the ears of the Metro Manila Muslim community, some of them believe his new job is cut out for him.
Even some NCMF insiders are hoping that he would be able to address, and resolve, the issues that bedeviled the Commission’s handling of the operation during last year’s Hajj, Pilgrimage to Makkah, Saudi Arabia, and implement correct measures so that the problems that made thousands of Filipino pilgrims suffer would not be replayed in this year’s pilgrimage.
And that he’ll be able to get hold of the signed 2024 Hajj contract/s and be transparent about it.
Dr. Dimapuno Alonto Datu-Ramos, Jr., regional director of the NCMF-National Capital Region, announced Mamukid’s designation on social media.
Datu-Ramos described him as “very inclusive and proactive, talagang (truly) the best choice!” (/)
