DOST Secretary Dr. Renato U. Solidum, Jr. expressed the Department’s gratitude to the project leaders for their commitment in driving STI in the country.

“Our gratitude goes to all the project leaders and representatives of the various implementing agencies of our new endeavors for uniting together to formalize your commitment to driving progress through research and development (R&D). We applaud your courage and determination to take in the challenge of contributing to the country’s betterment through science and technology,” the country’s science chief says in his video message.

DOST’s Innovation Council, the Philippine Council on Industry, Energy and Emerging Technology Research and Development (PCIEERD) headed by Dr. Enrico “Eric” C. Paringit, executive director, signed the 76 MOAs, signalling the formal approval of the tech projects that would hopefully result in helping drive the country’s economic progress and do their bits in lifting the quality of life of Filipinos.

The PCIEERD chief assured the Council’s dedication in leading the way towards investment and collaboration.

“PCIEERD is dedicated to fostering investment and collaboration through our esteemed projects and programs. Today’s event is a step closer to our commitment to making innovations work for everyone. We look forward to exploring new ideas, fostering collaboration, and driving impactful solutions together to contribute to the nation’s growth and betterment,” he emphasizes.

Of the project proponents, 32 come from the academe, 16 belonging to startup companies/business enterprises, and eight are of the government agencies and private organizations.

Today’s event was aptly dubbed the PCIEERD Grand Ceremonial Signing of Memorandum of Agreement for 2024 Approved Projects held here in the five-star hotel at Resorts World Complex, Pasay City, Metro Manila.

The approved projects covered various sectors, such as, among others, technology transfer, institutional development, mining and minerals, creative industries, metals and engineering, processing, environment, food, energy, disaster risk reduction and management (DRRM), advanced materials, science communication, ICT and electronics, and quantum technologies.

For 2011 to 2023 round of investments on STI, DOST and PCIEERD poured in Php20.9 billion in 1,807 R&D (research & development) projects.

Projects approved for the period had the Top 5 R&D sectors, to wit: Space Technology Applications, Php3.996 million; Food, Php2.16 million; Process, Php2.137 million; Technology Transfer & Commercialization, Php1.832 million; and Material Science, Php1.461 million.

PCIEERD outlined the 7Ps and Impacts of the projects, such as:

  • Publications
  • Intellectual Property Rights, Patent/Utility Model, Copyright, Trade Secret, Industrial Design, Technology Transfer
  • Products and Processes
  • People Services
  • Places and Partnerships
  • Policies
  • Public Engagements for S&T Projects
  • Social, Economic, and Environmental Impacts and Indicators.

Paringit told the project proponents that it’s not “an accident” that their research proposals were approved. It shows “they are part of the cream of the crop” for the project proposals went through virtually the proverbial needle’s whole before they got the go-signal of the DOST-PCIEERD.

Paringit described PCIEERD as “one of the three sectoral planning councils of the (DOST).”

The Council’s R&D priorities cover Energy, Industry, Emerging Technologies, and Special Concerns.

“We serve as the central agency in the formulation of policies, plans, and programs as well as in the implementation of strategies in the industry, energy, and emerging technology sectors through several S&T programs,” Paringit emphasizes.

He added PCIEERD’s support for R&D covers 21 sectors generally in the categories under industry, energy, emerging technology, and special concerns, which are also its R&D priorities.
