CAMP DARAPANAN, Sultan Kudarat, Maguindanao del Norte — Moro Islamic Liberation Front Central Committee (MILF-CC) Chairman and United Bangsamoro Justice Party (UBJP) President Al-Haj Murad Ebrahim led the launching on December 9, 2025, of the Transitional Justice and Reconciliation (TJR) Roadmap for the GPH–MILF Peace Process. “GPH” is the Government of the Philippines.
In his speech, Ebrahim, the former and first interim chief minister of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), described the launch as a “historic phase” that shows commitment to healing, justice, and peace for the Bangsamoro.
He stressed that reconciliation is an ongoing process.
The TJR Roadmap aims to transform conflict narratives into hope and respect, by creating a safe space for dialogue and trust-building.

He discussed the importance of the Normalization Annex of the 2014 Comprehensive Agreement on the Bangsamoro (CAB) that led to the creation of the Transitional Justice and Reconciliation Commission (TJRC). Seven years have passed, but TJRC’s recommendations remain not fully implemented, the MILF chieftain noted.
The roadmap recognizes the need to face the past, honor victims, and build unity. He expressed gratitude to the Technical Working Group (TWG) from the MILF and the Philippine Government who drafted the roadmap. On March 27, 11 years and nine months ago, the GPH and the MILF forged the CAB after 17 years of protracted and often violence-marred peace negotiations.
According to Ebrahim, transitional justice is about accountability, restoring the dignity of victims, and recognizing their suffering. The roadmap aims to promote truth-telling, accountability, reparations, reform, and ensuring that abuses never happen again.
He urged Congress to set up a National Transitional Justice and Reconciliation Commission (NTJRC) to ensure advocacy is institutionalized and nationally supported.
Being implemented through the Office of the Presidential Adviser on Peace, Reconciliation, and Unity (OPAPRU) headed by Secretary Carlito G. Galvez, Jr., the TJR Roadmap promotes truth, accountability, reparations, and reform for lasting peace.

Sa kanyang talumpati, inilarawan ni Al Haj Murad ang paglulunsad bilang isang “makasaysayang yugto” na nagpapakita ng paninindigan sa paghihilom, katarungan, at kapayapaan para sa Bangsamoro.
Binigyang-diin ni Al Haj Murad na ang pagkakasundo ay isang patuloy na proseso. Layunin ng TJR Roadmap na baguhin ang mga salaysay ng tunggalian tungo sa pag-asa at paggalang, sa pamamagitan ng paglikha ng ligtas na espasyo para sa dayalogo at pagbubuo ng tiwala.

Giit ni Al-Haj Murad, ang transitional justice ay tungkol sa pananagutan, pagpapanumbalik ng dignidad ng mga biktima, at pagkilala sa kanilang pagdurusa. Layunin ng roadmap na itaguyod ang truth-telling, pananagutan, reparasyon, reporma, at pagtiyak na hindi na mauulit ang pang-aabuso.
Hinikayat niya ang Kongreso na magtatag ng isang National Transitional Justice and Reconciliation Commission upang masigurong institusyonalisado at may pambansang suporta ang adbokasiya.
Pinangunahan ang aktibidad ng Office of the Presidential Adviser on Peace, Reconciliation, and Unity (OPAPRU). Ang TJR Roadmap ay nagsusulong ng katotohanan, pananagutan, reparasyon, at reporma para sa pangmatagalang kapayapaan. (/)
