Bangsamoro’s MBHTE, DepEd, and World Bank Engage in Dialogue to Align Teacher Effectiveness and Competency Enhancement Program

COTABATO CITY — The Ministry of Basic, Higher and Technical Education (MBHTE), together with the Department of Education (DepEd) Central Office and the World Bank, held a productive dialogue on Wednesday, February 4, at the Minister’s Conference Room to align the Teacher Effectiveness and Competency Enhancement Program (TEACEP) interventions for BARMM.

Headed by Education Minister Mohagher M. Iqbal, the MBHTE is one of the 1 primary ministries of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

The discussion focused on strengthening collaboration for the BARMM validation of hybrid classroom observation tools designed to promote evidence-based teaching practices and support continuous professional development. Partners emphasized the importance of coordinated efforts to ensure TEACEP interventions align with both regional priorities and national education standards.Through this collaboration, MBHTE, DepEd, and the World Bank aim to enhance teacher quality, improve classroom instruction, and promote equitable learning outcomes for all K-6 learners in BARMM.

Participants of the were the DepEd Central Office team, led by Rosalina Villaneza, chief of the Bureau of Learning Delivery, Marife Morcilla, chief of the Professional Development Division (NEAP), and Kimberly Litargo, technical assistant, Office of the Undersecretary for Learning Systems; as well as the World Bank team, led by Koji Miyamoto, team leader for TEACEP under the World Bank, and Maria Felda Alarcon, education specialist, along with key MBHTE personnel.

The Bangsamoro region, established in 2018 by the Bangsamoro Organic Law (BOL) to implement the 2014 CAB, is made up of the provinces of Basilan, Lanao del Sur, Maguindanao del Norte, Maguindanao del Sur, and Tawi-Tawi, the cities of Cotabato, Lamitan, and Marawi, as well as the Special Geographic Area’s (SGA) 63 barangays or villages — now eight new municipalities — that voted “Yes” in a plebiscite in February 2019 to be under the BARMM jurisdiction.

According to the Philippine Atlas BARMM has 4,404,288 people. It has 116 municipalities: Basilan, 11 municipalities; Lanao del Sur, 39; undivided Maguindanao, 36; Sulu, 19; and Tawi-Tawi, 11. Its component cities are Cotabato (the regional center and capital) in Maguindanao; Lamitan in Basilan; and Marawi in Lanao del Sur. (✓)
