MANILA – The Technical Education and Skills Development Authority–National Capital Region (TESDA NCR), together with the Department of Education–NCR (DepEd NCR) and the Commission on Higher Education–NCR (CHED NCR), convened the 1st ONE NCR Education Summit 2026 on November 5 at the Manila Hotel, bringing together government leaders, education institutions, industry representatives, and development partners to strengthen education convergence and advance a unified regional workforce development agenda.
Anchored on the theme, “ONE NCR EDUCATION AGENDA: Strengthening DepEd–CHED–TESDA Convergence for Seamless Learning, Skills Development, and Lifelong Learning,” the Summit served as a platform for identifying priority education and workforce challenges and fostering collaborative solutions across the National Capital Region (NCR).
The Summit built on the national government’s continuing efforts to harmonize education policies and programs through the Joint Education Trifocal Management Committee (JETMC), which provides a framework for coordination among DepEd, CHED, and TESDA.
At the regional level, the three agencies are advancing a more integrated approach to education, technical-vocational education and training (TVET), and workforce preparation.
The initiative recognizes that strengthening coordination among education sectors is essential to creating seamless learning pathways, expanding opportunities for learners, and ensuring that education and training remain responsive to the evolving needs of industries and employers.
Among the key guests and invitees were Manila City Mayor Francisco “Isko Moreno” Domagoso, Education Secretary Sonny M. Angara, TESDA Director General and Secretary Francisco “Kiko” B. Benitez, CHED Chairperson Dr. Shirley C. Agrupis, Murang Kuryente Party-list Representative Arthur Yap, and Valenzuela City Mayor Weslie “Wes” Gatchalian.
Also invited were DepEd NCR Regional Director Assistant Secretary Jocelyn Dr. Andaya, CHED NCR Regional Director Atty. Marco Cicero F. Domingo, Education and Workforce Development Group Executive Director Assistant Secretary Delfin Stephen D. Villafuerte, and TESDA NCR Regional Director Angelina M. Carreon, CESO III.
ONE NCR EDUCATION AGENDA, a shared regional framework

Industry and institutional representatives included Information Technology and Business Process Association of the Philippines (ITBPAP) Executive Director for Talent Development Frankie Antolin, Employers Confederation of the Philippines (ECOP) Governor Clarine Tobias-Palomares, Information and Communications Technology and Cybersecurity Industry Association, Inc. (ICTCIAI) President and Chairman Orly Seachon, TESDA NCR Regional Training Center Center Chief Eugene Agcaoili, and representatives from iAcademy, local government units, higher education institutions, technical-vocational institutions, industry associations, enterprises, development partners, and student and youth groups.
Discussions and collaborative engagements focused on strengthening education-industry alignment, promoting seamless learner progression from basic education to higher education and TVET, and advancing institutional readiness for emerging workforce demands.
Key areas of convergence included curriculum development, industry participation in skills training, work-based learning, employment pathways, digital transformation, and the integration of artificial intelligence (AI) in education and training. These priorities are particularly significant for NCR, where services accounted for 83.6% of regional economic output in 2025, underscoring the importance of relevant competencies, continuous skills upgrading, and responsive workforce development in sustaining economic growth and competitiveness.
The Summit’s central undertaking was the formulation of the ONE NCR EDUCATION AGENDA, a shared regional framework intended to consolidate priority actions, recommendations, and stakeholder commitments for coordinated implementation and sustained collaboration. Through stronger DepEd-CHED-TESDA convergence and meaningful participation from industry, academe, local government units, and learners, TESDA NCR continues to champion a future-ready TVET ecosystem that connects education with employment and lifelong llearning
The initiative reinforces the collective commitment of education and workforce development stakeholders to ensure that every learner in the National Capital Region has access to relevant learning opportunities, industry-responsive skills development, and pathways toward productive employment and inclusive growth.
