Ministers Ampatuan, Ambolodto Seek Creation of BARMM Treasury Office

(SDN) — AN HONESTY OFFICE in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM)?
Well, there should be an honesty office in every government agency but, as experience is the best teacher, like in the defunct ARMM, more so in the Moro region! In fact, every public office ought to be a haven of honesty.
Hopefully, this is in the minds of two ministers of parliament (MPs) in the new region, Minority Ministers Baintan Adil-Ampatuan, an engineer, and Attorney Suharto “Datu Teng” Mastura Ambolodto.
The two Moro legislators of the minority click are cooking up a bill that seeks to establish a Bangsamoro Treasury Office (BTO).
They filed a bill recently with the BARMM Parliament for the office’s creation. The BTO would need Php54 million for its initial operation of which will come from the BARMM’s appropriation.
The Bangsamoro Organic Law’s (BOL) Article XII’s Section 4 says the principal function of the Treasury Office is to receive and safeguard all revenues the Bangsamoro government had generated and collected.
A regional treasurer to be appointed by the BARMM Chief Minister (presently Ahod Balawag “Al-Hajj” Ebrahim) will head the BTO and acts as the principal custodian of all funds of the regional government.
Ampatuan and Ambolodto’s bill tasks the “office to coordinate and collaborate with the Ministry of Finance, Budget and Management (MFBM)” for the formulation of policy on finance and programs.
The regional treasurer in the exclusive purpose of exercising any of his powers, he is allowed to deputize the provincial, city, and municipal treasurers.
BARMM legislators have enough time to think over and refine the proposed legislation of Ampatuan and Ambolodto, who are both scions of prominent Maguindanao clans, as they will only resume their session on June 16.
Aside from being the Deputy Minority Floorleader in the Bangsamoro Parliament, Attorney Ambolodto is also an officer in the reserve force of the Philippine Navy (PN).
He also worked in the Mindanao peace process with the Office of the Presidential Adviser on the Peace Process (OPAPP).
Ambolodto is from Gayonga, North Kabuntalan, Maguindanao.
The province of Maguindanao now under the leadership of Gov. Bai Maryam Sangki Mangudadatu is one of the members of BARMM.
Others are Basilan, Lanao del Sur, Sulu, Tawi-Tawi, and the cities of Lamitan, Marawi, and Cotabato. (SDN)
