BARMM Solons File Bill Granting Incentives to Bangsamoro Topnotchers of Licensure Exams

COTABATO CITY — Lawmakers of the Bangsamoro Parliament have filed a bill seeking to grant recognition and incentives to Bangsamoro topnotchers in board, bar, and other national licensure examinations.

“The granting of recognition and incentives to the Bangsamoro people and other inhabitants in the Bangsamoro Autonomous Region is one way of inspiring individuals to strive for greater heights of excellence,” Amilbahar Mawallil, the main author of the bill, said.

Top performers in licensure exams pride of Bangsamoro

Individuals and other residents of the Bangsamoro Autonomous Region of Muslim (BARMM) who place first to tenth in any national licensure examination in the academic and educational fields, including professional licensure examinations given by the Professional Regulatory Commission (PRC), and the Philippine Bar Examination exclusively administered by the Supreme Court of the Philippines, will be eligible for incentives under Parliament Bill 163, or the Bangsamoro Excellence and Incentives Act of 2021.

Mawallil reiterated that top-performing Bangsamoro bring pride, honor, and serve as role models for the youth.

“However, the government understands the difficulties endured and the efforts exerted by every board or bar candidate,” he said, noting that the accomplishment of the candidates in reaching the top of the rankings is a remarkable feat deserving of emulation and public acknowledgement.

He also emphasized that enacting the proposed measure to recognize topnotchers and reward them with benefits, privileges, and a respectable amount as a cash incentive is “proper and reasonable.”
