COTABATO CITY — Twenty-six newly appointed employees of theMinistry of Social Services and Development (MSSD) took their oath before Minister Atty. Raissa H. Jajurie on August 7, 2024, at the conference room of the Ministry’s Regional Office in Cotabato City.
Among them, 10 personnel are assigned to the regional office and 16 to the province of Sulu, all officially onboard in their respective positions.
Jajurie’s MSSD is one of the 15 primary ministries of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).
The newly appointed employees in MSSD Sulu joined the oath-taking virtually.
During the ceremony, the appointees wore MSSD red vests and took an oath of commitment, symbolizing their dedication to upholding moral governance and providing quality service for the Bangsamoro people.
Zoraya B. Masakal, MBA, HROD, MSSD Director II for Admin and Finance Services, emphasized the importance of working with honesty and integrity. She also stressed the significance of prioritizing beneficiaries.
“You need to work with honesty and love. The beneficiaries are always our top priority. We value integrity and honesty, so we need to work carrying with us the principle of moral governance,” Director Masakal said.

“You are not just an employee but a member of a growing family — the MSSD BARMM,” she added.
Hashim Guiamil, MSSD’s newly appointed Director II for Programs and Operations Services, expressed his gratitude to MSSD and pledged his commitment in further optimizing the implementation of the Ministry’s programs and services.
“I am extending this gratitude to MSSD, the BARMM Government, and our parents and forefathers who fought for self-determination. Working to provide a greater cause is one of the mandates of MSSD and I am here to support in strengthening its programs and services for the Bangsamoro people,” said Director Guiamil.
The ceremony was also attended by MSSD Chief of Staff Atty. Analiza B. Mones, Protective Services and Welfare Division Chief Sandra Macacua, Planning Officer IV Rafsanjani Anam, Supervising Human Resource Officer Paola Evalyn Ansao, and other personnel.
The MSSD’s Human Resource and Management Division also facilitated an onboarding activity for the newly appointed personnel right after the oath-taking ceremony.
The Bangsamoro region, established in 2018 by the Bangsamoro Organic Law (BOL) to implement the 2014 Comprehensive Agreement on the Bangsamoro (CAB), is made up of the provinces of Basilan, Lanao del Sur, Maguindanao del Sur, Maguindanao del Norte, and Tawi-Tawi, the cities of Cotabato, Lamitan, and Marawi, as well as the Special Geographic Area’s (SGA) 63 barangays or villages that voted “Yes” in a plebiscite in February 2019 to be under the BARMM jurisdiction. With the recent plebiscite at SGA, the BARMM now has eight new municipalities as residents voted “Yes”.
According to the Philippine Atlas BARMM has 4,404,288 people. It has 116 municipalities (plus eight newly established under the SGA: Basilan, 11 municipalities; Lanao del Sur, 39; undivided Maguindanao, 36; Sulu, 19; and Tawi-Tawi, 11. Its component cities are Cotabato (the regional center and capital) in Maguindanao; Lamitan in Basilan; and Marawi in Lanao del Sur. (✓)
