COTABATO CITY — The Ministry of Basic, Higher and Technical Education (MBHTE) officially launched “MURABBI,” its first-ever gazette since institutionalization in 2019, during the Ministry’s Solidarity and Recognition Night held February 11, 2026, at the Convention Center of KCC Mall of Cotabato.

Murabbi, which means “the one who nurtures and shapes,” serves as a living record of the MBHTE journey — where policies are transformed into action, challenges are met with resilience, and services are delivered with dedication to the Bangsamoro learners.

The publication was spearheaded by the Information and Communication Division Editorial Team composed of Mobarak Pandi (Adviser), Atty. Rahma Chio-Hussain (Editor-in-Chief), Johairish April Kusain (Managing Editor), Ash-Shayma Hofer (Head Writer), Al-Amen Mohamad (Sub Editor & Sub Writer), Mohamad Omar and Yasser Adrian Buisan (Layout Artists and Illustrators), and Datu Jerick Solano (Photographer), along with key contributors whose professionalism and creativity made this historic milestone possible.

Alongside the launch of the gazette, recognition awards were given to the MBHTE officials — Director Generals, Bureau Directors, Schools Division Superintendents, and Office of the Minister’s Division Chiefs and Heads — in honor of their unwavering service and steadfast commitment to delivering quality education for Bangsamoro learners.

Headed by Minister Mohagher M. Iqbal, the MBHTE is one of the 15 primary ministries of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) established in January 2019 through the Bangsamoro Organic Law (BOL) to implement the 2014 Comprehensive Agreement on the Bangsamoro (CAB).

The Bangsamoro region, established in 2018 by the Bangsamoro Organic Law (BOL) to implement the 2014 CAB, is made up of the provinces of Basilan, Lanao del Sur, Maguindanao del Norte, Maguindanao del Sur, and Tawi-Tawi, the cities of Cotabato, Lamitan, and Marawi, as well as the Special Geographic Area’s (SGA) 63 barangays or villages — now eight new municipalities — that voted “Yes” in a plebiscite in February 2019 to be under the BARMM jurisdiction.

According to the Philippine Atlas BARMM has 4,404,288 people. It has 116 municipalities: Basilan, 11 municipalities; Lanao del Sur, 39; undivided Maguindanao, 36; Sulu, 19; and Tawi-Tawi, 11. Its component cities are Cotabato (the regional center and capital) in Maguindanao; Lamitan in Basilan; and Marawi in Lanao del Sur. (✓)
