TAGUIG CITY — A TESDA certificate is only as strong as the trust employers place in it, and that trust starts with the assessor.

To make sure Filipino workers’ skills are assessed fairly and consistently, the Technical Education and Skills Development Authority (TESDA) gathered its competency assessors for the first-ever National Technical Vocational Education and Training (TVET) Assessors Convention on October 15 in Quezon City.

Held under the theme “Assess. Certify. Empower: Strengthening the Role of TVET Assessors,” the convention brought together competency assessors, assessment center managers, and regional competency assessment and certification focal persons to share good practices, discuss current policies and standards, and reinforce ethical and professional conduct.

The discussions were built around the situations assessors face with candidates, including communication and rapport, ethical dilemmas, and the principles of assessment and rules of evidence. They also covered the state of TESDA’s assessor workforce and the implications of ASEAN Mutual Recognition for Philippine certification, which bears on how Filipino workers’ qualifications are viewed across the region.

“Our competency assessors play a critical role in ensuring that every National Certificate issued by TESDA represents genuine competence and meets established industry standards. Through this convention, we want to further strengthen their professionalism, integrity, and commitment to fair and credible assessment,” said TESDA Secretary Francisco “Kiko” B. Benitez.

“A strong assessment and certification system gives our workers confidence”

For workers and jobseekers, a stronger assessment system means they can expect to be evaluated fairly and consistently, and that their certificates will be recognized by employers as proof of skills they can actually demonstrate. For employers and industries, it means greater confidence that certified workers can perform to the standards expected of them, while the public can be more assured that a TESDA certification reflects genuine competence.

“A strong assessment and certification system gives our workers confidence that their skills are recognized and gives industries confidence that the people they hire can perform to the standards expected of them. By investing in our assessors, we are also strengthening the value and credibility of Philippine TVET,” added the TESDA chief.

TESDA will continue to strengthen assessor development and quality assurance so that assessments across the country remain fair, consistent, and credible.

The convention complements TESDA’s other efforts to improve skills development, including the 8th National Quality TVET Forum, held last October 14 also in Quezon City, which gathered representatives from TESDA Regional Offices, training institutions, industry partners, and other stakeholders.

The TVET forum highlighted regional practices in ladderized programs, credit transfer, business incubation, enterprise-based education and training, digital learning, and micro-credentials, with a focus on helping learners progress, keep learning throughout their careers, and connect to higher education and jobs.
